The Educational Multimedia Fair Use Guidelines Development Committee included representatives of more than 50 interested groups, among them both rights holders and educational institutions. The Committee met monthly from June 1994 through September 1996. This group also worked with the Conference on Fair Use (CONFU), created under the auspices of the National Information Infrastructure's (NII) Working Group on Intellectual Property Rights.
After two years of discussion, negotiation, and compromise, by fall 1996 the Fair Use Guidelines for Educational were ready for implementation by educators, scholars, and students. The guidelines included letters of support from Bruce Lehman, Assistant Secretary of Commerce and Commissioner of Patents and Trademarks, and Marybeth Peters, Register of Copyrights. On September 27, 1996, the Subcommittee on Courts and Intellectual Property, Committee of the Judiciary, U.S. House of Representatives adopted the guidelines as a nonlegislative report.
